Auto-scale the Solver's executors per chain. The newly reworked executors are designed to be scalable, with no hard limit on how many can run per chain. Today there is a fixed base set sized to handle current volume, but concurrent swaps arriving in bursts can exceed that capacity.
The goal is to automatically spin up new executors (including funding them) when volume rises and we lack capacity on any integrated chain, then spin them down (defunding them) when load drops. Spin-down reclaims the assets that fund fees and gas so we are not haemorrhaging money during quiet periods.
